a vertical dark psychedelic anime illustration of a mysterious androgynous blond youth standing centered in a black formal suit with a white shirt and tie, curvy build, pale skin, shoulder-length messy golden hair, and a calm faintly unsettling expression. The character is mostly in shadow, rim-lit by intense neon colors, with their face partially obscured by darkness. Behind their head, place one enormous glowing moon or halo sphere filled with chaotic fluorescent paint textures in saturated cobalt blue, magenta, hot pink, orange, yellow, cyan, and green, like a psychedelic planet against a pitch-black background. Surround the figure with exactly 11 disembodied reaching hands and forearms emerging from the darkness: 1 at the upper left, 2 at the upper right, 1 at the left upper-middle, 1 at the right upper-middle, 1 at the left middle, 1 at the right middle, 1 at the right lower-middle, 1 at the left lower area, 1 at the lower right edge, and 1 large foreground hand at the bottom center holding a flower. The foreground hand offers a radiant chrysanthemum-like flower with many thin curling petals glowing in rainbow neon pink, cyan, blue, yellow, orange, and green. Use splattered paint, dripping color trails, electric outlines, high contrast black shadows, religious-cult-like surreal symbolism, and dramatic anime key visual composition. Make the mood beautiful, ominous, ecstatic, and fanatical,
