Operation: First Dawn

The name First Dawn comes from the fact that Aquila had only recently regained its independence. The country was celebrating the beginning of a new era, while its institutions were still being rebuilt after decades of direct Antarean rule.

The Antares Imperium had been dismantled after its defeat (into 4 states), but that did not mean every former Antarean loyalist simply disappeared. A small underground extremist movement rejected the new political order and wanted to demonstrate that Antarean resistance had survived the collapse of the Imperium.

Their first major action was in Volucris. A group of Antarean extremists opened fire at the local police departments and Aquilan businesses, hostages, along with a few bomb detonations at different parts of the city.

The attack caught the government completely unprepared. There was no dedicated counter-terrorism branch, no mature intelligence network for detecting extremist cells, and no established doctrine for dealing with coordinated attacks inside the country.

Consequently, the first response was extremely improvised.

Volucris police were the first to respond, initially treating the incident as a serious criminal disturbance rather than a terrorist attack. Once it became clear that the situation was beyond normal police capabilities, the government requested assistance from the nearby military.

Only a small number of newly reorganized Aquilan soldiers could be dispatched. The postwar army was still being rebuilt and integrated, with personnel coming from different wartime and resistance backgrounds.
